It is in this context, MoUD has made an effort to prepare “A Framework of Building ByeBye-Laws for municipalities” for the guidance of the Urban Area/Municipality, Local Government, Urban Local Bodies, New Towns, Development Authorities, etc. In Nepal, there are still many municipalities, small and medium sized towns which do not have building bye-laws and in the absence of any regulatory regulator y mechanism, such municipalities/towns municipalities/t owns are confronted with excessive coverage, encroachment and haphazard development resulting in chaotic conditions, inconvenience for the users, and disregard for building aesthetics, etc. They are mandatory in nature and serve to protect buildings against fire, earthquake, noise, structural failures and other hazards.
